I don't think they can revoke the agreement on bulk sampling because the permission is in place (however, I'm not a lawyer and I haven't read the paperwork on the permissions), and NTL have enough cash. If you read why the wanted the cash, it will explain that they wanted to fast track things. If they don't get the cash, they will keep going as they are - everything will just take a little longer.
