Remember, STO owns a big posittion in the Moomba processing plant, so any infrastructure going into the plant would attract a fee. They are not impartial on these things.
The Beetaloo gas is at play, but restricted due to the fracking ban. This could go either way. Also the beetaloo gas can also be used as backfill for the Darwin LNG project, which will be starting to decline offer the next few years.
I am not saying it won't happen, just that he vested interests and the bans make the second one less likely.
