Yes this is artisan Mn ore mining in West Timor.
But there are large deposits of Mn ore over the bay north east of Kupang City about 24km on bearing of 17deg from Centre of Kupang City on Google earth.
A crowd called Bracken mining had this site but went bust. Some photos they had:
