    "we (our consortium) are getting a free USD $130M to build a Gigafactory from the NY Gov."? $130million is the expected capex. It doesn't state anywhere that the NY state government is going to stump up the whole $130million, only that Imperium3 "has received support and a funding package for stage 1 production". The whole announcement is vague and light on details.
