From experience most big decisions are generally planned towards the end of the year near Nov/Dec, because this is time of year things are most likely to get passed whilst people are to busy worrying about other holiday/end of year/ seasonal Christmas.
At end of year people in govt departments don't usually have any energy left to fight and protest stuff, something special happens to their brains which turn into a cbf approve everything because i don't want this paperwork on my desk when i get back in Feb. Lols
