Because all news so far hasn't told us anything that we don't already know. The main purpose of the upcoming drilling campaign is to establish a maiden JORC resource. We already know there is manganese in the ground. It just needs to be quantified. We may see incremental rises in share price as drilling results are gradually released providing they are similar or better than historical drill results. Significant rises once a resource can be somewhat quantified ie. We need to put a number figure on whats in the ground.
