    Purpose and scope of assessment

    The purpose of this assessment is for the issue of a Works Approval for the construction of a processing plant and tailings storage facility (category 5), power station (category 52), landfill (category 64), crushing and screening plant (category 70), bulk storage of hydrocarbons (category 73) and sewage facility (category 85) to Pilbara Minerals Limited (Applicant) for the Pilgangoora Lithium-Tantalum Project (Premises).

    The production rate will be 320,000 tonnes per annum (tpa) of lithium oxide (spodumene) concentration with an expected life of mine of 35 years. Once operational, the Project is anticipated to operate 24hrs a day, 7 days a week.

    This Decision Report assesses emissions and discharges associated with the construction and operation of the following:
     Processing Plant;
     Tailings Management Facility (TMF) and tailings pipeline infrastructure;
     Power Station;  Putrescible and inert landfill facility;
     Crushing and Screening Facility;
     Bulk fuel and chemical storage; and
     Wastewater Treatment Plant (WWTP).

    This assessment has resulted in the Department of Water and Environmental Regulation (DWER) issuing Works Approval W6051/2017/1 (Issued Works Approval) which is contained in Attachment 1.

    3. Background

    The prescribed activities of the project are all located on Mining Tenement M45/1256, approximately 90 km south-southeast of the town of Port Hedland and 30 km northeast of the Wodgina Mine. The site is located on Wallareenya Station pastoral lease, an active cattle grazing station.

    The application relates to the following Primary Activities at the Premises for the prescribed premises Categories as defined in Schedule 1 of the Environmental Protection Regulations 1987 (EP Regulations) as listed in Table 1. Table 1:

    Electric power generation: premises (other than premises within category 53 or an emergency or 10 MW or more in aggregate (using 15.7 MW, plus 2.2 MW standby 2 standby power generating plant) on which electrical power is generated using a fuel. a fuel other than natural gas) Category 64 Class II or III putrescible landfill site: premises on which waste (as determined by reference to the waste type set out in the document entitled “Landfill Waste Classification and Waste Definitions 1996” published by the Chief Executive Officer and as amended from time to time) is accepted for burial. 20 tonnes or more per year 100 tonnes per Annual Period

    Category 70 Screening etc. of material: premises on which material extracted from the ground is screened, washed, crushed, ground, milled, sized or separated. More than 5 000 but less than 50 000 tonnes per year Up to 50,000 tonnes during construction Category 73 Bulk storage of chemicals etc.: premises on which acids, alkalis or chemicals that — (a) contain at least one carbon to carbon bond; and (b) are liquid at STP (standard temperature and pressure), are stored. 1 000 m3 in aggregate 1,036 m3 in aggregate
    Category 85 Sewage facility: premises – (a) on which sewage is treated (excluding septic tanks); or (b) form which treated sewage is discharged onto land or into waters.
    More than 20 but less than 100 m3 per day 50 cubic metres/day Additional activities which will be occurring at the Premises include:
     Mining ore from open pits. This activity is not regulated by DWER and is not included in the scope of this assessment.
     Abstraction of groundwater is regulated under the Rights in Water and Irrigation Act 1914 (RiWI Act).
     Storage and use of explosives is regulated under the Dangerous Goods Safety Act 2004 and Dangerous Goods Safety (Explosives) Regulations 2007.
