From the Africa announcement:
"The project is planned to be fully financed through a government-backed export credit financing institution"
As long as they pay upfront like this indicates, it doesn't matter a huge amount whether corruption allows the installation to eventuate or not. FLC may not be able to show the revenue on their balance sheet until it's complete (like Venezuela) but the money will still be in the bank.
Still, just an MOU at this point so I take this announcement with a grain of salt.
