Scotland has a population one tenth the size of England - approx 5 Million vs 53 Million. They generate approx 57% of their total energy needs from wind farms (good work), therefore their current energy needs vs population density are very small compared with England.
They are playing in a big sand pit so get financial help from the UK (i.e. redistribution of North Sea oil taxes 'back' to Scotland) which enables them to make such future financial decisions re energy security & self sufficiency i.e. fracking bans. Mother England will provide.
IMO you are not comparing apples with apples.
I doubt that it is a fracking 'ban' but just leaving the $ in the bank for a bit longer, maybe till they get their independence & the tax from fracked Oil & Gas would go directly to Scotland & not via mother England or maybe until England 'proves' that fracking is a safe & profitable energy option. Laws/bans are made to be changed.
Anyway if/when they really need it why not just import fracked gas from the USA ? like Ineos is doing at present.
