Pretty certain that Mr Jenkins hasn't heard of a place called California....then again neither have I....something about a city called Los Angeles having massive smog in the 90s, followed by a massive clean gas tax, which subsequently reduced pollution and clear the smog....hmm, just a dream I had. This fellow Jerry Brown was in there and apparently, he was saying something about the end of oil, what a dream.
