I can't agree. Listing rule 3.1 says "Once an entity is or becomes aware of any information concerning it that a reasonable person would expect to have a material effect on the price or value of the entity's securities, the entity must immediately tell ASX that information".
The rule goes on to specify what that information might be and includes "the granting or withdrawal of a material licence". The Exceptions to Rule 3.1 don't include; we're too busy to check our emails or couldn't give a rats what the stock is doing today...religious holidays or not. They have a responsibility to ensure the market (ALL the market) is properly informed.
