This issue has been covered many times - until HC make use of the number of IGNORE lists a poster appears on, you'll see no change here. How about every week the ten posters who appear on the most IGNORE lists get banned for a month? Sure they can come back under a new nic, but most are so stupid that their style gets them noticed again immediately. Bang - banned again. Easy to fix, and HC would become almost self-regulating.

Of course, as others have said, HC is only interested in getting maximum number of clicks for advertising etc. It doesn't bother them if schoolkids get on here and constantly post drivel.....
