i think you are right aussiesurfer.
by march 2008 = 1% of full production (50 tonnes, pilot plant)
i'm guessing the rest would be
september 2008 = 1 + 30 = 31% of full production
march 2009 = 31+30 = 61% of full production
june 2009 = 69 + 31 = 100% full production
so actually they are progressing extremely well if they can meet these deadlines.
