The fact that the problems relate to 'engineering and construction' means that things could be messy and expensive; imagine if, for example, some imbeci1e involved in the plant assembly has used the wrong type of rivets in putting together a significant part of the infrastructure and this problem was only detected when the plant was due to come online.

We'd be looking at some enormous delays and cost-overruns due to a couple of hundred bucks worth of incorrect materials!
