FDA filing hasn't occurred yet. The filing is the important announcement as they know the criteria they have to satisfy in order to gain approval.
They won't put in an application until it is correct and they are sure that it will be granted.
The approval is a formality, the application and the documentation that goes with it is the important thing, they are finalizing that now.
When this sucker movers people will find that there are no shares to buy and as a result of those accumulating it should go to 20c rather quickly. Don't forget there are less than 200mil shares available to the public, the rest are tightly held.
