Agree, this is a done deal. The area of ambiguity is - "The project has a potential value of more than $1.2 million", this is at best poorly worded, at worst intentionally misleading. How hard would it be to clearly state, "This initial phase is worth $x, with the potential to grow to $y over time/full roll out"
