The report is for period ended 30 June! SO they are in the timewarp. They didnt tell us until August! So they are just being awfully consistent - emphasis on awful!
The problem with my thesis is that the report includes post 30 June hires. Also, they cover the delay with the glib phrase "nearing completion".
But I agree with you 100%. Where is a full update!
