Could it be directors who don't want to sell shares, as they would then have to disclose, but don't want to convert 45mil shares as they can't exactly trade straight out of them as it would constitute a change in holding.
So they are stuck with a pile of syar and so are happy to sell them very very cheaply. Good for buyers.
Admittedly that doesn't explain why anyone would buy at 1.8cents unless they are a day trader.
