IMO this is an old game, where to keep their hands on things despite total failure and reticence to leave, they simply urge the negatives to go away, a bit like Stalin bumping off any opposition. IMO this company is dead, its management are arrogant and perhaps even negligent, and the shareholders outside of the inner few extorted.

ASX and ASIC do not react to incompetence, that is the bad luck of shareholders, but they react to breaking laws and they respond to a small group of shareholders getting together to call a meeting. In the last case however the inner circle will vote for themselves, and nothing changes.

Whoever said it is a "retirement plan" understands it.

So the missing part of the sentence could be (IMO) "so shy don't you leave and let some other sucker in"
