I'll let @8horse swing by and school you in a minute, but the long and the short is that due to the tin credits, the lithium is effectively free. So its economically viable. DRC has roads, and as for power, easy... refab a power station maybe or contract to some company like KEN to build in location power. given labour costs are pretty low too this thing is pretty much lock stock and barrel and straight walk up to a mine.
