Just note that LTO stands for Lithium Titanate Oxide, so they must use rutile in the manufacture. LTO is part of the current wave of battery technology - two of the big battery suppliers (Toshiba and Kokam) already sell it, though not yet in high volumes. It has an incredible cycle life, high charge/discharge rates and lower fire risk than other types of lithium ion batteries - only draw back is the energy density is only half of the leading edge batteries. If the energy density can be improved, it would take over the market.
