I think you're right. Lots going on behind the scenes but ultimately this CR and a mediocre appendix 3C will put a temporary hold on the price. I expect it will drift back to 19 cents over the coming weeks until something materializes with Safron and the French. Hopefully Louis has an ace card to play otherwise it looks like another orchestrated play to raise more cash.
I sold out at 19 cents when Rayz departed but eager to get back in when the story unfolds and $$$ are secured, even if the price is over 30 cents by then.
