Yes it is! A Rhino Rough ruby will not fetch 10's of millions, i will challenge you on that one.
Would only fetch a couple of Mill if that. Cut and polished however and mounted on a jewellery piece as a finished end product then yes tens of mill is understandable but as a rough no way i am certain about this.
