I think it is a bit unfair to blame the coy on all of the exuberant ann's that came out. In FR they exceeded the US army's requirements, only to have the army come back with additional harder requirements. Any company would have announced the fact that they had exceeded the specs (and were the only ones that did).

In business this happens, you are told you have won a tender, only for the tenderer to add additional details during negotiations.....has happened to me a few times. During this situation, you have to make a decision, stay in the game or bail. The correct decision is based on profit margins and contractual terms, not sentiment or feelings.
