institutions are not interested in cheap stocks like you say, price is some what irrelevant to a point. what they are more interested in is ROI and Stability.

Whether PLS is 30c or $1.30 is irrelevant especially for the very large funds like super etc institutions will come once income is flowing...this is inevitable for PLS and will happen soon.
