I expect a steady rise towards the drilling or a deal before then.
It's a bit painful, China's government restricts money transfer, but if the project is defined, the Central government will approve the funds being transffered overseas. SO, if any Chinese companies decided to acquire overseas assets, they still can, but just need a bit more procedure. HongKong is not subject to this fund transfer limit policy.
