I am not sure what we are discussing here. The reason there seems to be a negative correlation between gem quality and yield is the weathering/transport process involved in distributing the rubies in the area preferentially destroys the low quality gems. Only the best quality gems with the lowest number of internal flaws survive the weathering process - all the low quality gems end up as dust.

Do you really think MUS is paying the locals US$15 a carat for $25 a carat stones? If they were doing this GEM would load up the truck and drive over to MUS and sell them as many as they wanted.
We know that the stones that MUS are buying are the high quality ruby and premium ruby (we even have pictures of them). These sell for U$150 and US$700/ct respectively.
As for your final statement the top 3% is exactly what MUS is mining. Spending more than 30 seconds learning about the resource (the GEM JORC is the best place to start) will open your eyes.

GEM sells the rubies they mine, not their reserve. The vast majority of the rubies they have mined to date are from the primary sites.

Yes the GEM figures are speaking, but someone is not listening. The vast majority of carats extracted and sold by GEM have come from the primary ore Maninge Nice site. These are predominantly low quality stones that sell for US$4ct.
Anyone who use the average sale price of GEM’s production to estimate MUS average sale price is like someone who estimates the price of a bottle of Grange by averaging the prices of the wines at their local bottle shop - Passion Pop only cost $4 so a bottle of Grange will be only $4.
