That's ok szaba, I don't think you'll ever convince me that change of ownership of a holding company is a minor/normal occurrence when the JV partner changes. COP was the approved JV partner and now WPL wants to be.
I would still expect formal approval from the Government in this circumstance. But I'm ok with you having a different opinion. I don't think it actually matters anyway as the legality is what is most important. My opinion means squat in this regard.
