The risk is absolutely still on, and please take another look at how carefully it has been worded.
It tries to give the strong impression that the loan is in the bag except for a few formalities which are well advanced. But if the loan falls through they've been very careful not to actually publish any falsities. To me, this is straight from the 'Spin Doctor 101' manual.
But they may well get the finance... but on what terms and at whose expense?
