Re funding the CAPEX, is not quite that 100% to be raised by issuing shares, most mining companies are mixed with debt and equity to fund initial Capex. If AVZ is developing by itself, potentially funding from Chinese companies and banks, dilution would be still there, but usually less than 50%, imo.
