Going by the forecasts it appears there is very little rain at the moment but it will still need time with no rain to actually dry out. If they can continue to stockpile in the meantime, that is good news as they'll be able to get straight into processing stage 2 with the plant and workers already happening.
Not sure about your Peter though, he seems like he's one of these fellows that sounds impressive and says a lot without actually saying much. To many details left unknown.
