I expected capex in the 500 m$ region + 10-15% price inflation p.a.? 1 b$+ probably would spell equity dilution over the hilt because the bank assumptions on future commodity prices tend to be unjustifiedly lop-sided towards returning back to historic price levels.
Using JV partner(s) for a 30% or so share sounds logical to me but it could be useful to start up with 400ktpa and use the cash-flow to double the production laterwards to avoid equity dilution beyond that level.
