conspiracy to have control/to have power. Not really a conspiracy....just typical government beauracracy, of which power tripping is certainly a big part, in many departments....plus environmental activists to contend with, as well as board reps who disagree with anything another board reps suggests.
And don't forget the kickbacks. I don't for a minute believe people don't get kickbacks on 1st world countries....do you? No kickback....no vote/acquiesence to move forward. JMHO
