Hi mate, please understand it is much more expensive to build and operate a pilot one in remote area considering high transportation on equipment and building material and labour costs. However when full size plant was approved, it will be built near the mining site or at least in QLD near Townsville because the saving on ore transportation will easily offset the higher cost as I mentioned. Also, Perth was renowned of its mining tech. A lot of resources they can take advantage of here like CSIRO to help them tackle with their problem if they have one.
