23M BBLS is recoverable based on the EORI.
Production rates always fall off in oil fields after a period because of reduced natural pressure in the reservoir. Even CVN is drilling a prospect that once flowed oil over 1,000bopd then petered off to nothing in just a few days. With CO2 inject the reservoir is re-pressurised and so production rates will actually increase for a number of years before decline sets in.
As far as working in Wyoming goes, the winter does not stop all work and don't forget that only a few (if any) new wells need to be drilled into Grieve.
