This sounds like a billing error from dodo, but get her to do the obvious - ask her to check for gas leaks, was any electricity guzzling device recently added to the house? Is the hot water system on all the time? Is the fridge or freezer on all the time? Heavy use of the aircon over the last month? Get her to turn every thing off and see if the meter is still running and if not slowly turn things on one at a time to see what guzzles up the most juice.
