    Perhaps you should get down off your high horse and actually read the announcement.
    It states that trading will resume when they announce the JV details, or possibly before trading today, but that's assuming the announcement was already out.

    Management are doing their job, and handling their ASX obligations correctly, as they're not leaking details of a deal that might not be finalised yet.
