The AFL are not obliged to test for recreational drugs.
They do it with the players assoc to help deal with the problem. The players assoc could say tomorrow no more testing recreational drugs and the AFL couldn't do anything about it.
No other sport has this policy and thats why you don't here about rec drugs, unless the greatest player ever gets caught with an E in his pocket in London and comes out.
The policy is fine, its the media that is meddling.
