They know whether its conservative or optimistic and should communicate that.
Regarding the date, management cannot set that, the reality of the business sets it. Its not meant to be an internal sales target for the sales staff, but the expected real results they will be reporting in an upcoming auditted report. Management are the ones who should know when and what sort of revenue targets are likely to be hit based on their order books - not just for setting sensible and accurate market expectations but for planning their cash flows!

Its not just the date that is ambiguous, but the term sales volume itself (is that customers, orders, units, or dollars? If its units, are all units equal or are there multiple products, not all of which are increasing?)
Finally there's not even any indication what the base sales volume that the 400-500% sales volume increase is increasing from.

Really that 400% statement is a waffle that even Malcolm Turnbull would be proud of.

What's worse is that those kind of statements sound awfully familiar, and what got us into this mess in the first place.
