It depends what you mean by a discount of 25%
1. If you mean that you should discount the initial price of REEs (which is 11600) by 25% then compound by 7% (and hold all other asssumptions) - NPV would be $235,289,110.26
2. If you mean that you should keep initial REE of 11600 but compound at 5.25% (7%*0.75) - NPV would be $590,704,352.47
