TPG is a cheap and cheerful ISP.. their build costs will be way higher than their opposition on a cost per gig basis..

You're contradicting yourself. Ok so just how much spectrum do you think TPG needs in Australia to serve 5% of the market? (don't give me this bs answer that they need the same as Telstra/Optus).
