The best time to buy into a compaby is when everyo ne else wants to sell it or rubbish it.
If that said company still has a solid asset base then stand and buy.
I believe HAV is one of those companies and now is the time to buy.
PFS due soon will tighten up and away it will go. Wanbao or no wanbao someone else will step in if the chinese try delaying tactics.
