The highest home loan rate was under Labor and was 17% but it is not fair to compare this with home loan rates under Frazer because at the time of Howards 21% bank bill rate the home loan rate was regulated and from memory fixed at 15%. If it had not been regulated at that time then the home loan rate would have been higher than 17%.
