I'm sorry, but I have looked at this closely, the mining act says the licence is extended until the application is either refused or granted. Neither of these have occurred (although it looks likely a decision is imminent) and you might be right, it might be rejected. Another interesting point to ponder, I can't find anywhere that says the land owner associations themselves represent and can make binding decisions on behalf of individual landowners??? I stand to be corrected if that's not the case. If it is the case individual views of landowners expressed at the hearing could be telling.
