The NBN will put the NCD in when the service is installed at the premise. The customer does not have a choice. It allows the NBN to monitor the connection right thru to the customer premise. It’s clearly been developed with the NBN for this purpose. I doubt any other company could develop and test a similar product in the time frame required.

NetComm have said they are starting to patent their products where it makes sense. I assume this would be a contender.
