Not x dollars in the bank - credit risk is one factor but operational risk, the risk they cannot fulfil orders through lack of size, lack of balance sheet strength , inability to fund a large working capital increase etc would inhibit a global player or government IMO. After all they are not even profitable yet, just cash flow neutral recently. So a precursor to a large order might be minimum balance sheet ratios fulfilled first. Time will tell....
