Has the outcome been rubber stamped by the court/judge? Perhaps he won't be satisfied that the outcome reflects the broader membership.
The mining minister also seems less than supportive of the arrangement judging from his statement. Until BOC's application is determined there remain a lot of unknowns. Anyway should be decided shortly.
