On the CTO, some people (especially developers) are not comfortable with being in the spotlight and there are many more pressures when a company becomes public. For the CIO, I have no idea on the particulars, but if she knew they were going with a US centric model and she was unable to either step aside in a lower role or relocate, it doesn't leave many options.
