I think your point 5 is incorrect, when you say data is "extremely cheap"
3gb of data will cost you $9 , and yes that may seem cheap to you , however, the average monthly income in Vietnam is $145US , with a lot of workers in sub $100US per month.
And government workers generally on much lower wages.
When you consider that data is in a lot of cases more than 1/10th of your income , that is in no way cheap!
In fact relate that to Australian monthly salary and tell me it's cheap.
