don't know. i guess there's not much to go off when you are just sitting and waiting for a piece of paper to be printed. but what i do know is that the company statement that it would be operational by 2019 had a large margin for error built into it simply as a matter of prudence. if i understand correctly, we have ample room to play with here and still remain on track for end of 2018/start of 2019.
